Classifying demolition debris and non-friable materials such as floor tile, transite and roofing: the NY ELAP methods, turnaround, and why a negative PLM needs TEM.

Demolition waste containing ACM must be classified as hazardous or non-hazardous before it goes to a licensed disposal facility. Non-friable materials need their own methods, because they cannot be pulverised.

What this covers

  • Demolition debris and solid waste classification
  • Non-friable bulk materials: floor tile, transite, roofing, mastic and caulk
  • NOB (non-friable organically bound) quantification for waste classification or litigation
  • Waste disposal documentation

Methods

NeedMethod
Friable materialNY ELAP Item 198.1, EPA 600/M4/82/020
Non-friable by PLM (NOB)NY ELAP Item 198.6
Non-friable by TEMNY ELAP Item 198.4

IRIS runs this work under NY ELAP #12738 and NJ NELAP, and the results are accepted by NY DEC and NJ DEP. Standard turnaround is 3 to 5 business days. The bulk COC offers 6, 24, 48 and 72-hour rush options.

The regulations in play are RCRA waste classification, NJ DEP waste rules and NY hazardous waste disposal.

A "none detected" PLM result on floor tile, mastic, roofing or caulk should be confirmed by TEM, the method EPA recognises as reliable for these materials.

Collecting

  1. Wet the material lightly, wear nitrile gloves and an N100 or P100 respirator, and never dry-disturb it.
  2. Cut through the full depth so every layer is in the sample. Take about a one-inch square of non-friable material.
  3. Submit any mastic or adhesive as a separate sample from the material bonded above it.
  4. Double-bag each sample, wipe the outside of both bags, and label it to match the COC.
  5. On the COC, ask for PLM NOB, TEM NOB or point count as needed, and note the accreditation and turnaround you need.

Bulk samples ship at ambient temperature, with no refrigeration.

Not the same as TCLP

TCLP / RCRA 8 is a different test. It classifies waste for disposal under RCRA by what leaches out of it: metals, VOCs and SVOCs. It does not look for asbestos fibres.

Start the asbestos bulk COC, or download the bulk COC (PDF). If you are unsure which method your disposal facility or regulator needs, contact the lab or email support@irislaboratories.com.
